To znamen\u00e1, \u017ee jej\u00ed u\u017eivatel\u00e9 budou m\u00edt maxim\u00e1ln\u00ed mo\u017enou kontrolu nad sv\u00fdmi identifika\u010dn\u00edmi \u00fadaji a elektronick\u00fdmi atributy, nebo\u0165 ulo\u017een\u00e1 data budou decentralizovan\u00e1 a bude tedy \u010dist\u011b na rozhodnut\u00ed u\u017eivatele komu sv\u00e1 data poskytne.<a id=\"_ftnref5\" href=\"#_ftn5\"><sup>[5]<\/sup><\/a><sup>, <a id=\"_ftnref6\" href=\"#_ftn6\">[6]<\/a><\/sup> Evropsk\u00e9 pen\u011b\u017eenka digit\u00e1ln\u00ed identity bude vyd\u00e1v\u00e1na v r\u00e1mci ozn\u00e1men\u00e9ho syst\u00e9mu elektronick\u00e9 identifikace s \u201evysokou\u201c \u00farovn\u00ed z\u00e1ruky.<a id=\"_ftnref7\" href=\"#_ftn7\"><sup>[7]<\/sup><\/a> Bude ji tedy mo\u017en\u00e9 pou\u017e\u00edvat k ve\u0159ejn\u00fdm i soukrom\u00fdm p\u0159eshrani\u010dn\u00edm slu\u017eb\u00e1m.<a id=\"_ftnref8\" href=\"#_ftn8\"><sup>[8]<\/sup><\/a><\/p>\n\n\n\n<p>\u010clensk\u00e9 st\u00e1ty budou povinny dle n\u00e1vrhu revize na\u0159\u00edzen\u00ed eIDAS za\u010d\u00edt vyd\u00e1vat evropskou pen\u011b\u017eenku digit\u00e1ln\u00ed identity do 12 m\u011bs\u00edc\u016f po vstupu revize na\u0159\u00edzen\u00ed eIDAS v&nbsp;platnost; na vyd\u00e1v\u00e1n\u00ed evropsk\u00e9 pen\u011b\u017eenky digit\u00e1ln\u00ed identity budou tyto st\u00e1ty moci spolupracovat i se soukrom\u00fdm sektorem.<a id=\"_ftnref9\" href=\"#_ftn9\"><sup>[9]<\/sup><\/a><\/p>\n\n\n\n<p><strong>Ostatn\u00ed novinky v&nbsp;oblasti digit\u00e1ln\u00ed identifikace<\/strong><\/p>\n\n\n\n<p>N\u00e1vrh revize na\u0159\u00edzen\u00ed eIDAS stanovuje tak\u00e9 povinnost soukrom\u00fdch spol\u00e9haj\u00edc\u00edch se stran<a id=\"_ftnref10\" href=\"#_ftn10\"><sup>[10]<\/sup><\/a> akceptovat evropskou pen\u011b\u017eenku digit\u00e1ln\u00ed identity, pokud spadaj\u00ed do taxativn\u011b vymezen\u00fdch oblast\u00ed (nap\u0159\u00edklad zdravotnictv\u00ed, doprava, bankovnictv\u00ed atd.) a z\u00e1rove\u0148 maj\u00ed z\u00e1konem, \u010di smluvn\u011b stanoven po\u017eadavek siln\u00e9 autentizace.<a id=\"_ftnref11\" href=\"#_ftn11\"><sup>[11]<\/sup><\/a><sup>, <a id=\"_ftnref12\" href=\"#_ftn12\">[12]<\/a><\/sup> D\u00e1le budou muset akceptovat evropskou pen\u011b\u017eenku digit\u00e1ln\u00ed identity i velmi rozs\u00e1hl\u00e9 on-line platformy<a id=\"_ftnref13\" href=\"#_ftn13\"><sup>[13]<\/sup><\/a> (nap\u0159\u00edklad Amazon, Facebook, Twitter, YouTube apod), kter\u00e9 vyu\u017e\u00edvaj\u00ed autentizaci k&nbsp;p\u0159\u00edstupu ke sv\u00fdm slu\u017eb\u00e1m.<a id=\"_ftnref14\" href=\"#_ftn14\"><sup>[14]<\/sup><\/a><\/p>\n\n\n\n<p>Pro \u010dlensk\u00e9 st\u00e1ty bude tak\u00e9 nov\u011b zavedena povinnost ozn\u00e1mit alespo\u0148 jeden syst\u00e9m elektronick\u00e9 identifikace, v\u010detn\u011b nejm\u00e9n\u011b jednoho elektronick\u00e9ho identifika\u010dn\u00edho prost\u0159edku.<a id=\"_ftnref15\" href=\"#_ftn15\"><sup>[15]<\/sup><\/a><\/p>\n\n\n\n<p><strong>Postoje Evropsk\u00e9ho rady a Parlamentu k&nbsp;n\u00e1vrhu revize na\u0159\u00edzen\u00ed eIDAS<\/strong><\/p>\n\n\n\n<p>Rada ve sv\u00e9m obecn\u00e9m p\u0159\u00edstupu k revizi na\u0159\u00edzen\u00ed eIDAS doporu\u010duje zaveden\u00ed tzv. onboardingu. Tento mechanismus umo\u017en\u00ed u\u017eivatel\u016fm prost\u0159edk\u016f elektronick\u00e9 identifikace s \u00farovn\u00ed z\u00e1ruky \u201ezna\u010dn\u00e1\u201c zalo\u017eit si evropskou pen\u011b\u017eenku digit\u00e1ln\u00ed identity na d\u00e1lku za dodr\u017een\u00ed dodate\u010dn\u00fdch pravidel a postup\u016f onboardingu.<a id=\"_ftnref16\" href=\"#_ftn16\"><sup>[16]<\/sup><\/a><\/p>\n\n\n\n<p>Evropsk\u00fd parlament doporu\u010duje doplnit p\u0159enositelnost \u00fadaj\u016f mezi jednotliv\u00fdmi evropsk\u00fdmi pen\u011b\u017eenkami digit\u00e1ln\u00ed identity tak, aby nenastala situace uzam\u010den\u00ed u\u017eivatele pouze na pen\u011b\u017eence evropsk\u00e9 digit\u00e1ln\u00ed identity od jednoho vydavatele. Evropsk\u00fd parlament tak\u00e9 navrhuje, aby zdrojov\u00fd k\u00f3d pro evropskou pen\u011b\u017eenku digit\u00e1ln\u00ed identity byl open-source.<a id=\"_ftnref17\" href=\"#_ftn17\"><sup>[17]<\/sup><\/a><\/p>\n\n\n\n<p><strong>Budoucnost digit\u00e1ln\u00ed identity v \u010cesk\u00e9 republice<\/strong><\/p>\n\n\n\n<p>S&nbsp;p\u0159\u00edchodem evropsk\u00e9 pen\u011b\u017eenky digit\u00e1ln\u00ed identity se roz\u0161\u00ed\u0159\u00ed v&nbsp;sou\u010dasn\u00e9 dob\u011b ji\u017e dosti \u0161irok\u00e1 nab\u00eddka prost\u0159edk\u016f pro elektronickou identifikaci.<\/p>\n\n\n\n<p>Prvn\u00ed ot\u00e1zkou, kter\u00e1 tak vyvst\u00e1v\u00e1 je, kolik r\u016fzn\u00fdch vydavatel\u016f evropsk\u00e9 pen\u011b\u017eenky digit\u00e1ln\u00ed identity budeme v&nbsp;\u010cesk\u00e9 republice m\u00edt. Jak bylo toti\u017e v\u00fd\u0161e nazna\u010deno, krom\u011b st\u00e1tu bude moci za ur\u010dit\u00fdch podm\u00ednek vyd\u00e1vat evropskou pen\u011b\u017eenku digit\u00e1ln\u00ed identity i soukrom\u00fd sektor. Je tedy mo\u017en\u00e9, \u017ee v&nbsp;\u010cesk\u00e9 republice budeme m\u00edt alespo\u0148 dva \u010di v\u00edce vydavatel\u016f evropsk\u00e9 pen\u011b\u017eenky digit\u00e1ln\u00ed identity. Nezn\u00e1mou v\u0161ak prozat\u00edm z\u016fst\u00e1v\u00e1 potencion\u00e1ln\u00ed rentabilita tohoto projektu pro soukrom\u00fd sektor v&nbsp;\u010cesk\u00e9 republice. Prozat\u00edm nejasn\u00e1 je pozice \u010cesk\u00e9 republiky, kter\u00e1 doposud neozn\u00e1mila, zdali bude cht\u00edt sama vyd\u00e1vat evropskou pen\u011b\u017eenku digit\u00e1ln\u00ed identity, nebo zda bude na jej\u00edm vyd\u00e1v\u00e1n\u00ed spolupracovat se soukrom\u00fdm sektorem.<\/p>\n\n\n\n<p>Druhou, a o n\u011bco z\u00e1sadn\u011bj\u0161\u00ed ot\u00e1zkou je, jak\u00fd bude m\u00edt evropsk\u00e1 pen\u011b\u017eenka digit\u00e1ln\u00ed identity vliv na st\u00e1vaj\u00edc\u00ed prost\u0159edky pro elektronickou identifikaci. Jeliko\u017e bude evropsk\u00e1 pen\u011b\u017eenka digit\u00e1ln\u00ed identity obsahovat daleko v\u00edce funkc\u00ed oproti st\u00e1vaj\u00edc\u00edm prost\u0159edk\u016fm pro elektronickou identifikaci, bude zcela jist\u011b v\u00edce u\u017eivatelsky atraktivn\u00ed. Jedin\u00fdm problematick\u00fdm aspektem by mohlo b\u00fdt administrativn\u011b n\u00e1ro\u010dn\u00e9 zalo\u017een\u00ed evropsk\u00e9 pen\u011b\u017eenky digit\u00e1ln\u00ed identity.
